
Be better today than you were yesterday, and be better tomorrow than you are today. -Lorenzo SnowTo be better than yesterday and today is the goal of employees of the Gender and Development (GAD) under the Office of the City Mayor during their year-end assessment held at Kabayan Hotel, Pasay City, Manila last December 15-16, 2023.
Ms. Jasmin P. Siman, GAD Supervising Administrative Officer, discussed the feasible and strategic plans of the office in the years forward. Additionally, she addressed issues and concerns of employees to improve and motivate them to do their best work.
In the assessment, she illustrated the six (6) capacity development pillars which include: structure, competency, management systems, enabling policies, knowledge and learning, and leadership. The structure assessed the appropriate structure for the program like place; staffing; production of required outputs; and, allocation of adequate budget, supplies, and equipment. The competency committed to organizational, technical, and leadership needed by the staff to attain goals and objectives. Management systems refer to systems, processes, and procedures documented in SOPs, manuals, plans, and protocols, to name a few. The enabling policies were ordinances, resolutions, and orders that support the planning, budgeting, implementation, and operationalization of programs, projects, and activities (PPAs). The knowledge and learning served as mechanisms to access data, share good practices, and provide feedback on service delivery. The leadership described the transparency and accountability in the office operations, established partnerships and collaborations, improved employees’ engagement, and dedicated to programs and the welfare of the personnel.
The capacity development aimed to increase the performance and satisfaction of employees to contribute to career-making, reward for good performance, identify opportunities, set new goals, understand different job roles, and develop careers.
